OAK Will Ban Drivers Who Drop Containers Without GOOD Tickets
Please note that drivers who drop containers, loads or empties, without GOOD tickets could be banned from TraPac Oakland for up to a period of one month. If they get a trouble ticket, it MUST be resolved before they drop the container and leave the terminal. They cannot get it lifted off and just leave.

Oakland Completes Massive Waterfront Expansion

The Port of Oakland has concluded its US$67 million waterfront expansion and announced the opening of a new container vessel berth as part of its partnership with terminal operator TraPac.
According to a statement, the milestone signals the completion of a two-year project at Oakland’s second largest terminal.
The project has seen TraPac double its footprint at Oakland from 66 to 123 acres and boosted the port’s fleet of ship-to-shore cranes from four to seven.
Furthermore, it has also added a third 1,400-foot-long dock for berthing mega container ships, meaning it is expecting to handle greater volume in the future.
The expansion at the TraPac-run terminal is the latest in a series of significant investments in the Port of Oakland. In November 2018, Lineage, Logistics and Dreisbach Enterprises opened Cool Port Oakland, a $90 million refrigerated distribution center.
Before that, in June 2018, Oakland International Container Terminal completed a $14 million project to heighten four cranes. As part of its expansion, TraPac has said it will raise two cranes.
TraPac, which signed a 14-year-lease in 2016 with the port as a precursor to the expansion, handles approximately 15% of the containerized cargo that passes through the Port of Oakland, much of which is refrigerated cargo destined for Asia, in particular, Japan.
As well as that, the plug-in spaces for storing refrigerated containers from 388 to 860 and in the summer of 2018 TraPac opened a new gate complex for harbour truck drivers.

Speaking about the expansion at the Port of Oakland, TraPac’s Operations Vice President Brian Bauer spoke of his optimism for future growth.
“We are grateful to dockworkers, truckers, carriers, cargo owners and all of our stakeholders for working with us during this buildout,” Bauer said. “We forecast continued cargo growth in Oakland and we are ready for it.”

OAK Implementing Mandatory Appointments Requirement started January 9th, 2019
Oakland will be implementing appointment requirement for Export drop off (Load-in) and Empty drop off (Empty-in) move.
Same as imports pick up, appointments can be made on the eModal website, the container number must correctly contain all 7 numbers, including check digit to avoid a trouble transaction.
This is a mandatory requirement started January 9th, please arrange to make the appointment prior to arrival at our facility.
OAK- Trouble Transactions — Please be aware
Drivers who do not resolve trouble transactions and attempt to have exports flipped or parked in the yard without successful resolution, will be banned. Their trucking company will be held fully liable for any damages and may also be banned depending on severity

What are the new gate hours?
Beginning Oct 15th, the new In-Gate Hours will be:
Mon-Thurs 07:00 – 02:00 (to process OUT transactions by 03:00)
Fri 07:00 – 16:30 (to process OUT transactions by 18:00)
Will there be Customer Service support for 2nd shift gates?
Yes, Customer Service can be reached during both Day and Night gates at (877) 387-2722 or:

Please note, some issues can only be resolved by the Carrier which may or may not have Customer Service support during 2nd shift hours. Please check with your individual Carrier to determine availability.
What transactions will be offered during the Night Gate?
Load In, Load Out, Empty In & Empty Out for In-Gauge containers as well as Bare Chassis In & Bare Chassis Out transactions. Out-of-Gauge (OOG) Receiving or Delivery requires prior coordination for both day and night shifts.
Will there be additional fees for Night Gates?
Yes, TraPac will implement a $30 Extended Gate Fee (EGF), for the account of the Beneficial Cargo Owner (BCO), to defray the cost of the additional service. The fee will apply to LOAD IN and LOAD OUT transactions, regardless of shift, except for rail/IPI containers (both Eastbound and Westbound). Payments will be made through the eModal system (an eModal account is required). The start date of the EGF will be Oct 29, 2018.
Will appointments be necessary?
Through Friday Nov 30th, appointments will only be required on Import Loads for both day and night shifts. Appointments will be required for both day and night shifts for Load In, Load Out, Empty In transactions. Empty Out transactions will not require appointments.
What is the appointment window? Is there a grace period?
Appointments made in eModal are for (1) hour time slots (e.g. 08:00-09:00). The terminal currently allows a grace period of 1 hour before and 1 hour after the time slot (e.g. for a 08:00-09:00 appointment set in eModal, a trucker could arrive at the in-gate pedestal between 07:00 and 10:00).
What if I am too early for my appointment?
Truckers arriving before the grace period will receive a “TOO EARLY FOR APPOINTMENT” trouble ticket. The trucker can proceed to the Trouble Office and have their transaction processed once inside the appointment window.
What if I miss my appointment?
Truckers arriving after the total appointment window has ended will be given a “TOO LATE FOR APPOINTMENT” trouble ticket. An additional Extended Gate Fee will not be assessed but a new appointment will be required.
How do we set up an eModal account?
Go to www.emodal.com and follow the link labeled “Register Now”. The web site will take you through the steps to register.
What is the process to pay the Extended Gate Fee (EGF) for Export containers?
The process in summary is:
1. A BCO, or its designated agent, claims an export booking via eModal Booking Inquiry screen. The claim process establishes the account responsible to pay the EGF.
2. A trucking company makes an appointment via eModal to drop off the export load.
3. After the export container is successfully processed at In Gate, the EGF will be assessed to the account that claimed the booking.
4. Accounts will have 10 calendar days after the Vessel Cut Off Date to pay the EGF.
Must the Booking Claim and Appointment be made by the same account?
No, the steps can be accomplished by the same or different accounts. However, from TraPac’s perspective, the claiming account has financial responsibility to pay the EGF.
Can an eModal account claim a booking or import container on behalf of another user?
No, there is not an eModal feature that allows one party to obligate another party for financial responsibility.
Can Export container appointments be made before claiming the Export Booking?
No, the Export Booking must be claimed before an appointment can be made. However, appointments for Export gate transactions will not be mandatory until Dec 3rd.
What is the process to pay the Extended Gate Fee (EGF) for Import containers?
The process is similar to paying other fees associated with picking up Import containers online (e.g. Demurrage, etc). However, if your account is authorized for the Guaranty payment method, payment of the EGF is not due until 10 days after the out-gate transaction.
What are the payment methods?
For both Imports and Exports, eModal will accept credit card & eCheck online. Additionally, for imports, a Guaranty option allows users to be invoiced for payment 10 days after out-gate transaction. Payment for the Guaranty option can be settled by credit card or eCheck.
How do I qualify for guaranty option?

The Port of Oakland’s TraPac marine terminal has introduced full service night gates for truckers amidst a record season for the port.
The move to expand beyond traditional daylight hours is intended to ease daytime crowding and accelerate containerized cargo deliveries. TraPac, Oakland’s second-largest terminal, will operate night gates for freight haulers every Monday-through-Thursday. The move replaces twice-a-week night gates at TraPac. “We are getting ahead of the demand,” said TraPac Operations Vice President Brian Bauer. “Drivers, cargo owners and carriers associated with TraPac will see improved performance and know we are ready for growth.”
Night gates are the latest in a series of 2018 changes at TraPac. Earlier this year, the terminal opened a new entrance gate complex for harbor truckers. Next month, TraPac will complete a two-year expansion to double the size of its Oakland footprint.
TraPac is the second marine terminal in Oakland to open at night for harbor truckers. Oakland International Container Terminal, Oakland’s largest, introduced extended hours two years ago.
The night services come as the Port of Oakland is experiencing a record-breaking peak season. This September was the busiest for import cargo in its 91-year history, with import volumes increasing five percent over September 2017. August also saw an all-time record. Total container volume – which includes imports, exports and empty containers – is up 3.4 percent this year. If the trend holds, Oakland would break its all-time total volume record established in 2017.

OAK to Commence Extended Gate Operations Effective October 15th 2018
With the goal of improving productivity outcomes for the drayage sector and enhancing gateway efficiency at the Port of Oakland,
TraPac is moving forward with an extended gate operation.
Effective the week commencing October 15th TraPac will offer four full service night gates Monday through Thursday from 6PM to 3AM (in gate will be closed at 200am and all the transaction must be completed by 300am)
In order to provide these extended hours and improved truck service TraPac will introduce an Extended Gate Fee.
The fee is $30.00 payable for all import and export truck transactions (not empty containers) and will be payable by the importer or exporter.
This fee will commence October 29th after the initial two weeks of extended operations.
The Extended Gate Fee and Operations are intended to increase productivity within a driver’s operating hours.
By matching the operating hours of a competitor terminal in the Port of Oakland,
TraPac is providing the same opportunity for trucking companies and warehouses to enhance their operations.
